Virginia Buckmelter manages the Joint Venture on behalf of GEM Excel Solutions and has over 30 years of experience managing government contracts. 

Ms. Buckmelter has served as the President and CEO of multiple companies within New Mexico that provide contract labor resources, requiring her to recruit local, highly-qualified personnel to fill roles for multiple industries. She has extensive experience in recruiting, retention, contract management and administration, contract transition, human resources management, financial oversight, scheduling, and performance management.

She has been the President and CEO of Excel Staffing Companies since 2014.
